Overview

Ukraine's national defense system places the President as Supreme Commander-in-Chief, with the Ministry of Defense providing military-political and administrative leadership and direct military leadership running through the Commander-in-Chief and General Staff. The Armed Forces include the Land Forces, Air Force, Navy, Airborne Forces, Special Operations Forces, Territorial Defense Forces, Unmanned Systems Forces, Support Forces, Logistics Forces, Cyber Forces, Medical Forces, and related communications and security components.

The Ukrainian military inventory reflects a transition from legacy Soviet-era systems toward a diversified arsenal. Domestic systems such as Neptune and Stugna-P sit alongside extensive Western security assistance that has added air defense, armor, artillery, aircraft, and precision-fires capabilities.

The Ukrainian military profile is highly diverse, combining Soviet heritage, local production, and international support. Systems span artillery, air defense, armored vehicles, unmanned systems, missiles, and aircraft, with equipment of varied origins operating inside the same command structure.

Domestic defense production is most visible in the profile through Ukrainian-designed missile, anti-tank, artillery, and unmanned systems. Ukraine's official security council reported in January 2026 that domestic capacity exceeded 8 million FPV drones per year and that more than 160 Ukrainian companies were producing FPV drones.

External supply networks, including the Ukraine Defense Contact Group, have delivered critical capabilities. These range from Western-standard 155 mm artillery and HIMARS rocket systems to main battle tanks, infantry fighting vehicles, F-16 aircraft, and advanced Patriot and NASAMS air-defense systems. Bulgaria-linked supply is important for a different reason: Oryx documented Bulgarian-origin or Bulgarian-sourced legacy aircraft, armor, artillery, RPG weapons, machine guns, mortar and artillery ammunition, 122 mm rockets, protective gear, repair support, and training reaching or being pledged to Ukraine, often through purchases or NATO-member intermediaries rather than direct public donations.

Public evidence is strongest for official command structure, donor-state transfer categories, and high-profile equipment families. It is more uneven for exact unit-level custody, rapidly changing drone production, field modifications, and battlefield employment that depends on official claims, donor lists, imagery, or open-source conflict reporting.

Armed Forces Command and Service Branches

Ukraine separates constitutional command, defense policy, force administration, and operational military command. Ukrainian law identifies the President as Supreme Commander-in-Chief of the Armed Forces, assigns military-political and administrative leadership to the Ministry of Defence, and places direct military leadership of the Armed Forces under the Commander-in-Chief through the General Staff.

The Armed Forces structure includes the General Staff, Joint Forces Command, the Land Forces, Air Force, and Navy, plus separate branches and troops. Ministry of Defence listings identify Airborne Forces, Special Operations Forces, Territorial Defence Forces, Unmanned Systems Forces, Support Forces, Logistics Forces, Cyber Forces, Medical Forces, and communications and cybersecurity troops as parts of the military structure.

The wider Defense Forces of Ukraine are broader than the Armed Forces alone. The National Guard, State Border Guard Service, National Police, Security Service, State Special Transport Service, intelligence bodies, and other formations may operate alongside or under coordination with the Armed Forces, but they remain separate institutions rather than Armed Forces service branches.

Territorial Defense Forces and National Resistance

Ukraine's Territorial Defense Forces are a separate branch of the Armed Forces created under the national-resistance framework that took effect on January 1, 2022. The Law of Ukraine on the Fundamentals of National Resistance defines territorial defense as one of three components of national resistance, alongside the resistance movement and preparation of citizens for national resistance.

The Territorial Defense Forces are organized on a territorial-zonal basis. Their military component includes the TDF command, regional military command bodies, brigades, and battalions, with brigades formed for territorial-defense zones and battalions for territorial-defense districts. The Ministry of Defence says the force expanded from 2014-era territorial-defense battalions into the January 2022 framework, with regional brigades, district battalions, and four regional commands.

The national-resistance system also includes volunteer formations of territorial communities. These formations are created with local-government participation but operate under Territorial Defense Forces command and control; during martial law they are operationally subordinated to the relevant TDF unit commanders, and the Commander-in-Chief may direct them to operate outside their home zones or in combat areas. The TDF's separate-branch date should therefore be treated as January 1, 2022, while the mass wartime mobilization began after Russia's full-scale invasion on February 24, 2022.

Domestic Defense Industry and Unmanned Systems

Ukraine's domestic defense industry is visible through state-owned enterprises, private manufacturers, and a wartime unmanned-systems sector. Side-level sources support the strongest current claim in FPV production: the National Security and Defense Council reported in January 2026 that Ukrainian capacity exceeded 8 million FPV drones per year, with more than 160 companies producing them.

The Armed Forces also institutionalized uncrewed systems through the Unmanned Systems Forces, a dedicated branch covering unmanned aerial vehicles, ground robotic systems, and marine surface and underwater drones. This branch-level structure anchors the profile's unmanned-systems emphasis without treating every drone claim as centrally verified.

International Equipment Integration

The scale of international military aid since 2022 has introduced a wide array of foreign equipment into Ukrainian service. This integration spans NATO-standard 155 mm artillery, HIMARS rocket systems, advanced air-defense systems such as Patriot and NASAMS, heavy armored vehicles, and F-16 fighter aircraft.

Oryx's August 2023 Bulgaria inventory shows why older Warsaw Pact and Soviet-standard supply remains central to that integration problem. It links Bulgaria to purchases or indirect transfers of platforms such as Su-25 aircraft, T-72M1 tanks, BM-21 Grad launchers, 2S1 self-propelled artillery, D-20 guns, and pledged BTR-60PB APCs, alongside RPG weapons, machine guns, mortar rounds, 122 mm and 152 mm artillery ammunition, 155 mm rounds, and 122 mm rockets.

Operating this diverse inventory makes training, maintenance, ammunition compatibility, spare parts, and sustainment central parts of Ukraine's equipment-integration problem.

  1. Soviet baseline reliance

    When the Russia-Ukraine war began in 2014, Ukraine relied heavily on inherited Soviet-era systems while beginning a long modernization and defense-industrial adaptation cycle.
