Narrative
In Iraq-war use, the documented RCIED role was insurgent command initiation of roadside or emplaced IEDs against coalition and Iraqi-government targets. The Army's tactical analysis presents IEDs as a widely used insurgent weapon in Iraq and explains that command initiation let a triggerman gain distance from the blast while preserving control over timing.
The evidence supports Iraqi insurgent and militia use, not Iraqi government use. CRS described small IED cells in Iraq working for insurgent groups such as al-Qaeda in Iraq or Ansaar al Sunna, with roles that included a bomb maker, emplacer, triggerman, spotter, and sometimes a cameraman. That source also described vehicle-borne IEDs and car bombs striking police stations, markets, and mosques, but the radio-controlled conflict-use claim here is limited to command links used to trigger IEDs.
Counter-RCIED electronic warfare is part of the direct evidence trail because the Army and CRS sources describe it as a response to the Iraq threat.
