Radio-controlled improvised explosive device use in the 2014 Yemen Civil War is documented directly by Conflict Armament Research. CAR reported that Ansar Allah, also known as Houthi forces, had employed large numbers of IEDs against Arab Coalition forces and that recovered Yemen devices with explosively formed projectiles were armed by radio control and initiated by passive infrared switches, classing them as RCIEDs.

The most specific documented case was in the Mokha area. CAR wrote that Arab Coalition forces recovered a synthetic rock-concealed RCIED from Houthi forces north of Mokha in January 2018; the device contained three 120 mm EFP main charges, detonating cord, and an electronics kit with an RC antenna and PIR sensor.

Timeline

CAR dates the documented emplacement pattern to late 2016, when Houthi forces began placing synthetic rock-concealed devices on motorways connecting Mokha-Dhubab, Mokha-Taiz, and Mokha-Khawkha. CAR field teams then documented dozens of such devices after April 2017.

Between April 2017 and February 2018, CAR conducted six Yemen missions to document weapons and IEDs seized from Houthi forces. In January 2018, its team documented and conducted basic exploitation of the RCIED recovered north of Mokha.

Narrative

In Yemen-war use, the documented RCIEDs were roadside or route-denial weapons concealed as rocks and placed along roads used in the west-coast campaign. CAR identified three variants of synthetic rock-concealed IEDs employed by Houthi forces: anti-personnel devices with improvised Claymore mines, large shaped-charge devices, and RCIEDs containing one to three EFPs. CAR described the EFP-bearing RCIED type as the most common variant in its report.

The evidence separates operational use from supply assessment. The operational record is CAR's documentation of devices recovered from Houthi forces around Mokha and emplaced on Mokha-area motorways. CAR also assessed that multiple strands of information indicated Iranian provision of electronic components or materiel used to assist Houthi RCIED manufacture, including similarities with components from the Jihan 1 cargo case and Bahrain-recovered RCIED electronics.

A United Nations Security Council sanctions narrative separately states that the Houthis indiscriminately used landmines and improvised explosive devices on Yemen's west coast. That UN record supports the broader Houthi IED context, while CAR's RCIED report provides the direct source for radio-controlled devices in the Yemen Civil War.
