Direct proof of use
TIME documented opposition-side SVD use in a December 2012 profile of a Free Syrian Army sniper. The report describes the fighter in a sniper position at al-Qusayr and identifies his weapon as a Dragunov sniper rifle, placing the rifle with anti-government forces in the Syrian Civil War.
The Combating Terrorism Center at West Point separately documented Hezbollah use of Dragunov rifles in the same conflict. Its Battle for Qusayr study says Hezbollah combatants pinned rebel forces down with sniper fire during the June 2013 endgame at Qusayr and notes that the Dragunov 7.62 mm rifle was Hezbollah's standard sniper rifle.

Timeline
On February 9, 2012, TIME's photo caption placed a Free Syrian Army sniper position in al-Qusayr; the published December 2012 article identified the profiled FSA sniper's rifle as a Dragunov. The article also describes the sniper as an army-trained defector who had fought with Free Syrian Army units around Aleppo.
In May and June 2013, Syrian government forces and Hezbollah fought to retake Qusayr from rebel control. CTC's July 2013 study describes a 17-day Hezbollah-led assault, the final rebel-held pocket in northern Qusayr, and Hezbollah sniper fire as part of the pressure on retreating rebels.

The documented Syrian role is small-unit precision fire rather than a distinct heavy-weapons or transfer program. In opposition hands, the Dragunov appears as an urban sniper rifle used from concealed positions during fighting involving Free Syrian Army units. In Hezbollah hands, CTC's Qusayr account ties Dragunov rifles to infantry-team sniper work and to suppressive sniper fire during urban fighting.
