The S-125 Neva/Pechora / SA-3 Goa is documented in the 1990 Gulf War through accounts of Iraq's surface-to-air missile network. A CSIS-hosted Gulf War air-campaign chapter states that Iraq had about 25-50 operational SA-3 batteries with 140 launch units, alongside SA-2 and SA-6 batteries, when coalition air operations began.

The same Gulf War chapter says Iraq's SA-2, SA-3, and SA-6 missiles were concentrated around key urban areas and Iraqi air bases. Air Power Australia separately identifies the S-125 / SA-3 as an Iraqi weapon in Desert Storm, assessing that it performed poorly after compromise of the Low Blow radar and effective countermeasures, while noting that the system is usually credited with a small number of Iraqi SAM kills against coalition aircraft.

Combat chronology

Operation Desert Storm began on January 17, 1991, with coalition air and missile strikes against Iraqi command, air-defense, airfield, and fielded-force targets. GAO's postwar review says Iraqi defenses were strongest at the beginning of the campaign and that coalition aircraft suffered 17 aircraft casualties in the first 24 hours.

During the first days of the air war, Iraqi radar-guided surface-to-air missiles were an active but rapidly degraded threat. The CSIS chapter says Iraq's heavy surface-to-air missile system killed 10 coalition aircraft with radar-guided missiles during the war, while GAO found that radar SAMs had been virtually eliminated as an effective threat to coalition aircraft by the end of day five.

Later in the campaign, the main danger shifted away from SA-3-class radar-guided systems. GAO reported that radar-guided SAMs caused almost no damage or losses after the first week, although launches continued, and that many late-war coalition aircraft losses occurred at low altitude from antiaircraft artillery or infrared-guided SAMs.

Operational role

In Iraqi service, the S-125 / SA-3 formed part of the fixed and semi-mobile radar-guided air-defense layer protecting strategic sites, cities, and air bases. Its role was defensive: to threaten coalition aircraft entering Iraqi airspace or attacking defended areas during the Desert Storm air campaign.

The SA-3's effect was limited by coalition suppression tactics, electronic warfare, anti-radiation missile attacks, and gaps in the Iraqi air-defense layout. The CSIS chapter describes coalition forces attacking the KARI air-defense system, exploiting gaps in long-range SAM coverage, and using anti-radiation missiles and jamming to reduce Iraqi radar activity.

Specific aircraft-loss attribution remains cautious. Air Power Australia credits the S-125 / SA-3 with a handful of Iraqi SAM kills, but GAO and the broader Gulf War air-campaign literature usually discuss radar-guided SAM losses at aggregate level. This record therefore treats the strongest claims as Iraqi fielding and air-defense use of SA-3 batteries, with individual kill claims left unattributed unless a source assigns them directly.
