Small Arms Survey assessed that armed groups in Syria acquired multiple MANPADS models during the civil war, including Strela-2 and Strela-2M-pattern systems. Its 2014 issue brief identified Strela-2 / Strela-2M examples through video footage, photographs, media reporting, and official statements, and noted that Syrian armed groups often called those missiles Cobras.

Contemporary reporting also connected the SA-7 family to opposition forces. The Guardian reported in November 2012 that videos and witness accounts suggested rebels had seized SA-7 missiles from Syrian army bases, while the Washington Institute listed MANPADS including SA-7, SA-16, and SA-24 among antiaircraft weapons in rebel hands.

Open-source imagery analysis by Brown Moses described a May 2013 video from the Abu ad-Duhur airbase area in which a SA-7 was fired during a MANPADS engagement involving a Syrian government Mi-8 helicopter. The post identified the visible launcher as an SA-7 and described a field modification to its battery section; it is useful evidence of firing, but it does not by itself prove that the SA-7 caused the aircraft loss.

Narrative

In the Syrian Civil War, the Strela-2 / SA-7 family appeared as a rebel-held short-range air-defense weapon rather than a centrally supplied modern air-defense network. The system's role was to threaten low-flying Syrian government helicopters and aircraft from dispersed opposition positions, alongside heavier antiaircraft guns and later-generation MANPADS seen in the same theater.

The documented acquisition path was mixed. Small Arms Survey found strong public evidence that armed groups captured MANPADS from Syrian government stocks, including Strela-2 or Strela-2M examples. It also reviewed claims about smuggling from outside Syria, including Libya-linked allegations, but cautioned that the origin of specific Strela-2 / Strela-2M missiles in Syria could not be verified without better markings, lot, and transfer data.

The age and condition of the missiles shaped their battlefield value. Small Arms Survey noted that many Strela missiles imported by Syria before the war were decades old by 2012, and that rebel commanders reported many looted MANPADS failed to work. That evidence supports documented possession and firing of the SA-7 family, while keeping confirmed successful shootdowns separate from broader MANPADS claims.
