Bellingcat documented the al-Bunyan al-Marsous Operations Room employing at least one ZSU-23-4 Shilka during the 2017 rebel offensive to capture the al-Manshiyah neighborhood of Daraa. The same account describes the coalition using tanks, a Shilka, a BMP, artillery, anti-tank missiles, improvised explosive hoses, and other weapons to dismantle fortified government checkpoints during the campaign.

A separate Bellingcat review of Syrian Arab Army armored-vehicle losses documented two ZSU-23-4 Shilkas captured by opposition forces in Daraa governorate on December 16, 2013, establishing an earlier source-backed path by which opposition forces possessed the system in the same southern theater.

On December 16, 2013, Bellingcat recorded two Shilkas captured by opposition forces in Daraa governorate. From February 12 to May 22, 2017, al-Bunyan al-Marsous fought a three-month offensive for al-Manshiyah in Daraa, and Bellingcat later identified the coalition's use of at least one Shilka as part of that offensive.

The available open-source reporting supports opposition capture and later employment of the system in Daraa. It does not establish a complete inventory, vehicle serial history, or a verified count of every Shilka present in the battle.

Narrative

In Syrian opposition service, the Shilka appears in the record primarily as captured heavy equipment used for mobile direct fire rather than as a fully documented integrated air-defense asset. Bellingcat's Manshiyah reconstruction places it among the armored vehicles and support weapons used by al-Bunyan al-Marsous against government positions in an urban district of Daraa.

The Manshiyah article also cautions that much of the battle chronology came from the opposition coalition's own Telegram channel, with Bellingcat using maps, images, and selected outside reporting to structure the account. For the Shilka, the strongest supported claims are possession by opposition forces in Daraa in 2013 and employment by al-Bunyan al-Marsous in the 2017 Manshiyah fighting.
