Direct proof of use
Stormer HVM appears in the 2014 Russia-Ukraine War as a United Kingdom-supplied Ukrainian short-range air-defense system. On 25 April 2022, UK Defence Secretary Ben Wallace told Parliament that Britain would gift Stormer armoured vehicles fitted with launchers for Starstreak anti-air missiles, describing the package as a day-and-night short-range air-defense capability for Ukrainian forces.
The transfer moved from announcement to delivered equipment by July 2022. A UK Parliament written statement listed six Stormer vehicles fitted with Starstreak launchers and hundreds of Starstreak missiles among equipment already supplied to Ukraine, while Ukrainska Pravda, citing Operational Command South, reported that the first six Stormer HVM air-defense missile systems had arrived at the Ukrainian frontline.
Public reporting later documented Ukrainian combat use. Defense Express, reporting Ukrainian crew accounts and ArmyInform material, described UK-supplied Stormer HVM vehicles in Armed Forces of Ukraine service and said crews had used them on the frontline against Russian aerial targets, mostly drones, including an Orlan-10 reconnaissance UAV.

Timeline
The Stormer HVM transfer followed the UK's March 2022 Starstreak missile support and was announced in April as a vehicle-mounted short-range air-defense package. By 21 July 2022, the UK government publicly counted six Stormer vehicles with Starstreak launchers as already supplied to Ukraine.
Four days later, Ukrainian reporting placed those first six systems at the front line. In June 2023, Defense Express published Ukrainian crew accounts describing Stormer HVM work against Russian UAVs and maintenance cooperation between Ukraine and Britain.

Narrative
In Ukrainian service, Stormer HVM filled a mobile, close air-defense role rather than a long-range area-defense role. The vehicle-mounted Starstreak launcher gave Ukrainian forces a protected tracked platform for engaging low-flying aircraft, helicopters, and unmanned aircraft near the front, matching the UK description of enhanced short-range anti-air capability.
The public record supports a cautious operational picture: six systems were officially listed as supplied, Ukrainian reporting placed them at the frontline, and later crew accounts described use against Russian UAVs. It does not support a complete engagement log, confirmed total kills, or independent verification of every claimed intercept.
