Direct proof of use
Panavia Tornado use in the 2011 Syrian Civil War is directly documented in the April 14, 2018 U.S., UK, and French strike package against Syrian government chemical-weapons-related targets. The UK Ministry of Defence said the British element included four Royal Air Force Tornado GR4s, supported by four Typhoon FG4s, and that the Tornados launched eight Storm Shadow missiles at the Him Sinshar chemical-weapons storage site west of Homs.
A later Prime Minister's statement to Parliament gave the same target allocation, identifying the Him Shinsar storage site as a former missile base and stating that it was hit by U.S. Tomahawks, French missiles, and eight Storm Shadows launched by four RAF Tornado GR4s. A U.S. Central Command transcript of the Pentagon briefing also listed eight Storm Shadow missiles against the Him Shinshar storage facility and said British allies flew Tornadoes and Typhoons.

Timeline
On April 7, 2018, a chemical attack was reported in Douma during the Syrian war. The OPCW Investigation and Identification Team later concluded that there were reasonable grounds to believe the Syrian Arab Air Forces were responsible for that attack.
At 0200 UK time on April 14, 2018, British forces joined U.S. and French forces in strikes against three Syrian chemical-weapons-related targets. The Tornado element was tied to the Him Sinshar storage site, where British Storm Shadow missiles were part of a 22-weapon target package. The UK Parliament briefing later summarized that the Tornado GR4s took off from RAF Akrotiri in Cyprus.

The documented operator was the Royal Air Force, and the documented variant was the Tornado GR4. In this conflict record, the Tornado appears as a standoff strike aircraft carrying Storm Shadow cruise missiles, not as an air-superiority, reconnaissance, or close-air-support platform.
The public sources support a narrow use case: four RAF Tornado GR4s in a one-night coalition strike against the Him Sinshar chemical-weapons storage site. They do not support treating Tornado operations as a recurring Syrian Civil War campaign outside the April 2018 strike package.
