Direct proof of use
The clearest public evidence for EC-130J Commando Solo use in the 2014 War Against the Islamic State is official 193rd Special Operations Wing reporting from October 2017. The wing said more than 50 airmen returned from an overseas deployment supporting Operation Inherent Resolve and that those airmen had been deployed supporting the unit's EC-130J Commando Solo mission.
A follow-on 193rd SOW item and the DVIDS republication identify the same deployment as support to a joint task force with Operation Inherent Resolve. The record therefore supports fielding by anti-ISIS coalition forces, but it does not publicly identify the aircraft's operating base, message content, audience, or sortie locations.

Operational role
The EC-130J's supported function in the campaign was not kinetic strike. The Air Force describes Commando Solo as a modified C-130J that conducts airborne information operations through digital and analog radio and television broadcasts, with missions often flown at night in politically sensitive or hostile territory.
The Hurlburt Field fact sheet attributes the aircraft to the 193rd Special Operations Wing and describes a broadcast system capable of multiple simultaneous channels, digital message playback, legacy media playback, live broadcasts, influence operations, and joint electromagnetic-spectrum operations. Campaign context
Operation Inherent Resolve was the U.S.-led military campaign against ISIS in Iraq and Syria inside the broader 2014 War Against the Islamic State. CJTF-OIR says the Department of Defense established the combined joint task force on October 17, 2014, after earlier military actions against ISIS, and describes the 2017 period as part of the phase in which coalition and partner forces fought decisive battles against Daesh.
The EC-130J evidence fits that 2017 coalition-support context: official wing reporting places the Commando Solo mission in OIR support while CJTF-OIR history describes coalition operations against ISIS in Iraq and Syria during the same period. The public sources do not establish that the aircraft itself conducted attacks, transported forces, or provided targeting support.
