Direct proof of use
The AN/TWQ-1 Avenger entered the 2014 Russia-Ukraine War through U.S. security assistance after Russia's full-scale invasion. On 2022-11-10, the U.S. Department of Defense announced four Avenger air-defense systems with Stinger missiles for Ukraine and described the systems as protection for Ukrainian troops and critical infrastructure against unmanned aerial systems and helicopters.
The United States added another eight Avengers in a 2023-01-19 drawdown package, and ABC News reported on 2023-05-18 that all 12 systems then promised by the Biden administration were in Ukraine and operational. ABC cited Lt. Gen. Serhiy Nayev for the operational status and reported that the systems were being used to protect major Ukrainian cities and ground forces near the front line.

Timeline
Public evidence places the Avenger first in the U.S. transfer record in November 2022, then in a larger 12-system Ukrainian operational package by May 2023. Later Ukrainian and defense reporting documented how Avenger crews used the system against Russian Shahed drones, including cases where crews selected the turret machine gun instead of a Stinger missile for close, low, head-on targets.
By late 2025, Frontliner documented an Avenger on combat duty in Kyiv region with the 1129th Bila Tserkva Anti-Aircraft Missile Regiment. Its reporting described the vehicle as part of a mobile fire group defending the Kyiv region against Shaheds and cruise missiles.

Narrative
In Ukrainian service, the Avenger has filled a mobile short-range air-defense role inside a layered network of Western and Soviet-origin systems. The U.S. transfer announcements framed the system around defense of troops, infrastructure, and layered air defense against short- and medium-range aerial threats. ABC's May 2023 reporting tied the operational systems to city defense and ground-force protection, while Ukrainian commanders described the vehicle's mobility and readiness for repeated strikes.
The system's conflict use has centered on low-altitude threats, especially Shahed-type one-way attack drones and cruise missiles. Defense Express, citing an ArmyTV video report, described a Ukrainian Avenger crew destroying a Russian Shahed with the turret machine gun when the target was close and low enough that firing a missile was unnecessary. The same account noted that crews still regarded the Avenger as effective against long-range UAVs while less suitable for faster aircraft or helicopters in that reported setting.
The Kyiv-region record shows the same system inside mobile air-defense groups rather than as a fixed site. Frontliner photographed and described an AN/TWQ-1 Avenger with Stinger missiles and a machine gun on combat duty with the 1129th Bila Tserkva Anti-Aircraft Missile Regiment, defending the Kyiv region against Shaheds and cruise missiles. That reporting places the Avenger alongside machine-gun and Stinger teams adapting older air-defense hardware with modern targeting aids during repeated Russian aerial attacks.
