The strongest direct-use evidence is RUSI's 2022 study of the opening phase of Russia's full-scale invasion. It identifies Burshtyn-1800 radars from NPP Aerotechnika-MLT among the systems fielded by Ukraine's radio-engineering forces, whose units maintained radar coverage and monitored Ukrainian airspace at the beginning of the invasion.

A separate 2024 aid channel concerns AMBER 1800 systems by name. Germany's defence ministry stated on 17 May 2024 that Lithuania's contribution to the Immediate Action on Air Defence initiative involved handing over six AMBER 1800 radar systems for Ukraine's air defence. Lithuania's defence ministry then said on 29 May 2024 that EUR 13.5 million was earmarked for buying mobile air-surveillance radars for Ukraine, with production planned in stages and full delivery over one year.

Timeline

By 24 February 2022, Ukraine's radio-engineering forces included Burshtyn-1800 radars as part of a wider radar network built up after Russia's 2014 aggression. RUSI describes those troops as responsible for warning of air attack, detecting targets at long range, and directing fighters and anti-aircraft missile troops.

On 17 May 2024, German defence minister Boris Pistorius publicly tied Lithuania's participation in the IAAD initiative to the transfer of six AMBER 1800 radar systems for Ukraine. On 29 May 2024, Lithuania specified the funding mechanism and production schedule for the mobile air-surveillance radars.

In Ukrainian service, the documented role is air surveillance and early warning within the broader air-defence system rather than direct weapons engagement. RUSI places the Burshtyn-1800 family inside the radio-engineering troops' sensor network, while the AMBER 1800 product description defines the system as a ground-based mobile VHF-band radar for detecting air targets, determining azimuth and range, generating tracks, and distributing the air picture over data links.

The 2024 Lithuanian-funded systems were framed by both Germany and Lithuania as air-defence support during the ongoing war. Public official statements support the transfer and procurement plan, but they do not by themselves document post-delivery operational use of those six specific radars.
