The Il-76 is directly documented in the 2011 Syrian Civil War as part of Russia's expeditionary airlift for the Syrian government side. RAND's study of the Russian air campaign says the Russian Aerospace Forces used Il-76M aircraft, alongside other fixed-wing transports and tankers, to provide intertheater airlift and tanking capabilities in Syria.

CNA's preliminary analysis gives the clearest cargo-movement detail: Il-76s and An-124s from Russia's Military Transport Aviation Command made more than 280 flights bringing necessary supplies to Khmeimim, including cargo that covered about 20 transport and attack helicopters.

Timeline

Russia and Syria signed the Khmeimim deployment agreement on 26 August 2015, and CNA places the first Russian engineering units at the airfield on 7 September 2015. The same analysis describes a two-week build-up of combat aircraft, transport aircraft, and reconnaissance aircraft at the base before the air campaign began.

RAND treats the 2015 build-up of the Russian intertheater resupply infrastructure, known as the Syrian Express, as a prerequisite for the intervention. It says that infrastructure enabled steady resupply from Russia by both airlift and sealift during the campaign.

After the fall of Bashar al-Assad in December 2024, RFE/RL reported that Russian transport aircraft were expected to leave Hmeimim during the evacuation of military equipment, and that Reuters had reported an Il-76 cargo plane seen at the base on 14 December 2024.

Narrative

In Syria, the Il-76's documented role was logistics rather than strike employment. The aircraft supported Russia's pro-government campaign by moving personnel, supplies, and equipment into the theater through Khmeimim, the coastal air base that RAND identifies as both the logistical hub for the Russian expeditionary force and the operational hub for most Russian strike sorties.

The sources separate the Il-76 from the aircraft that conducted air strikes. CNA lists Su-30SM, Su-25SM, Su-24M, and Su-34 combat aircraft during the early deployment, then identifies Il-76s and An-124s as transport aircraft used to bring supplies to Khmeimim. RAND likewise groups the Il-76M with intertheater airlift and tanking aircraft, while describing smaller aircraft and helicopters as better suited to intratheater movement inside Syria.

The late-2024 reporting shows the same aircraft family still tied to Russian base logistics as the Syrian government collapsed. RFE/RL, citing Reuters and satellite-imagery analysis, reported an Il-76 at Hmeimim and earlier Il-76 sightings connected to Russian cargo movements between Syria and Libya, while noting uncertainty about whether the aircraft observed in different locations was the same airframe.
