Direct proof of use
The Netherlands Ministry of Defence publicly disclosed on April 13, 2023, that Fennek reconnaissance vehicles had been sent to Ukraine as part of military support after Russia's full-scale invasion. A later Dutch Ministry of Defence delivery list, published with a September 29, 2024 status date, again listed Fennek reconnaissance vehicles under combat vehicles delivered or pledged to Ukraine.
UNROCA's Netherlands 2023 report records nine Fennek armored combat vehicles transferred to Ukraine as donations, with Germany listed as the state of origin. In January 2025, Army Recognition reported that Russian forces had targeted an abandoned Dutch-supplied Fennek armored reconnaissance vehicle in the Kursk region with FPV drones, citing LostArmour reporting from January 16, 2025.

Timeline
The public record first identified the Fennek transfer in April 2023, when the Netherlands expanded disclosure of military deliveries to Ukraine and named the vehicle directly. Ukrainian reporting the next month described Fennek vehicles shown during President Volodymyr Zelenskyi's visit to the Netherlands as equipment intended for Ukraine, while noting that the number of armored scout vehicles was not disclosed.
By the Netherlands' 2023 UNROCA submission, the transfer was reported as nine Fenneks donated to Ukraine. The September 2024 Dutch delivery list continued to include Fennek reconnaissance vehicles in the public combat-vehicle category, but did not give a number there.

Narrative
In Ukrainian service, the Fennek belongs to the reconnaissance and surveillance portion of the foreign-aid vehicle flow rather than to the tank or infantry-fighting-vehicle packages that were publicized with larger counts. KNDS describes the baseline Fennek reconnaissance vehicle as a three-person armored scout vehicle built for observation and reconnaissance, using a mast-mounted sensor package, long-range target location, protected mobility, and defensive armament options.
The official Dutch sources establish transfer and delivery to Ukraine, while the available public evidence for battlefield employment is narrower. The January 2025 loss report places a Dutch-supplied Fennek in the Kursk region during the wider Russia-Ukraine War and describes it as an abandoned Ukrainian armored reconnaissance vehicle struck by Russian FPV drones. The report supports operational presence and attrition, but it does not identify the Ukrainian unit, the precise mission before abandonment, or a full vehicle-loss total.
