The earliest official transfer record is the U.S. Department of Defense's May 3, 2023 security-assistance announcement, which listed Hydra-70 aircraft rockets in a drawdown package for Ukraine. Later Defense Department fact sheets recorded more than 20,000 Hydra-70 aircraft rockets committed to Ukraine after Russia's February 24, 2022 full-scale invasion.

Battlefield integration was reported in August 2023. TWZ reported that video showed U.S.-made unguided 70 mm Hydra rockets being loaded into a 19-tube M261 rocket pod fitted to a Ukrainian Mi-24V Hind.
