Direct proof of use
Global Affairs Canada assessed that Canadian military goods exported to Turkiye, specifically sensors equipped on Turkish UAVs, were used in the 2011 Syrian Civil War. In its Syria section, the review identified Bayraktar TB2 UAVs as most likely equipped with Canadian sensors and said they were used in Turkish Syria-related military and security operations for surveillance and targeting.
The same review separated this finding from broader export-control questions. It noted that Turkish operations in Afrin and Operation Peace Spring were mainly ground operations where UAVs were used primarily for intelligence and surveillance, while Operation Spring Shield in Idlib included indications of Turkish UAV airstrikes.

Timeline
Canada suspended new export permits to Turkiye in October 2019 after Turkiye's military incursion into northeastern Syria, but valid permits could continue. In April 2020, Canada changed its permit policy after reviewing the Syria context, regional security, and the bilateral relationship.
On 5 October 2020, Canada suspended relevant export permits again after allegations involving Turkish UAVs and Canadian sensors. The subsequent Global Affairs Canada review assessed credible evidence of Canadian sensors on Turkish UAVs being used in Syria and other conflicts.

Narrative
The conflict-use record concerns a sensor payload rather than a standalone aircraft or munition. L3Harris describes the WESCAM MX-15D as an EO/IR targeting and designating system for medium-altitude surveillance, reconnaissance, target acquisition, armed reconnaissance, and target-designation missions from manned and unmanned airborne platforms.
Public reporting on the 2020 Idlib fighting described Turkish drones as spotters for artillery and as strike platforms against Syrian government positions and vehicles. Jamestown's assessment of Operation Spring Shield identified the Bayraktar TB2 and ANKA-S as the two principal Turkish unmanned aircraft in that campaign. The main attribution caveat is model-specific. Global Affairs Canada assessed the Canadian-sensor use and treated WESCAM sensors as the most likely Baykar UAV fit, but it did not publicly identify every individual pod by serial number or wreckage in Syria.
