Direct proof of use
Come Back Alive reported on July 3, 2023, that it had purchased and supplied 1,000 ATGL-L3 hand grenade launchers to the Armed Forces of Ukraine during the full-scale invasion phase of the 2014 Russia-Ukraine War. The foundation said the launchers were bought abroad, passed through customs procedures, delivered to the Logistics Forces Command, and distributed with the General Staff to 40 units preparing for Ukraine's 2023 summer offensive.
The foundation's Front Edge Weapons project page separately lists ATGL-L3 manual grenade launchers in the transferred weapons set, giving the quantity as 1,000 pieces and identifying the 40 mm launcher with a 5.9 kg listed weight and 700 m target firing range.

Timeline
The public record centers on a 2023 transfer rather than a named firing incident. Come Back Alive described the expenditure window as February 1 to May 9, 2023, and published the completed procurement and distribution report on July 3, 2023.
A later Come Back Alive report on additional grenade-launcher support for the Charter Brigade said the 1,000 ATGL-L3 launchers purchased abroad for 4 million euros had gone to Defense Forces units involved in the 2023 summer offensive campaign.

Ukrainian service context
The ATGL-L3 appeared in Ukrainian service as an imported, reusable 40 mm shoulder-fired grenade launcher for infantry units. Come Back Alive grouped the launchers with collective infantry weapons and described the procurement as part of a broader package of weapons, vehicles, communications equipment, optics, drones, and other support bought for offensive operations.
Open reporting based on Come Back Alive's announcement described the ATGL-L3 as a lightweight RPG-7-type anti-tank launcher delivered in response to Ukrainian demand for anti-armor weapons. The available public sources support supply, distribution, and fielding by Ukrainian forces; they do not identify a specific location or engagement in which an ATGL-L3 was fired.
