Direct proof of use
The KrAZ Cougar is documented in Ukrainian service during the 2014 Russia-Ukraine War through open reporting and OSCE monitoring. Army Recognition reported that Ukraine's National Guard received several Cougar 4x4 APCs in July 2014, and that a Ukrainian Border Guard Cougar was damaged in a December 2014 separatist attack involving an explosive device and small-arms fire.
The OSCE Special Monitoring Mission later recorded armed Kraz Cougar vehicles in government-controlled areas of the Donbas security zone. In July 2016, monitors saw a Cougar mounted with a heavy machine gun at a Ukrainian Armed Forces checkpoint near Marinka. In October 2017, monitors reported Cougars with 12.7 mm heavy machine guns near Zolote and Stanytsia Luhanska.
